How to Pass Your Permit Test in Pennsylvania

Automobile License

If you are a Pennsylvania resident, you are over 16 years, and you have never obtained a driver’s license; or if you have just moved to Pennsylvania and have no license at all or have one issued in another state, which expired 6 months ago or earlier, you need to pass the driver license permit test and get a learner's permit before you will be able to pass a road test and get a regular Class C driver’s license. This license allows the driving of non-commercial automobiles (passenger vehicles, pick-up trucks and vans) and some types of motorcycles.

To prepare for the knowledge test, you can download a Driver's Manual from a Pennsylvania DMV official website, where English and Spanish versions are presented. Also, you can read Pennsylvania’s Driver’s Manual on The questions described in the manual and given during the test include topics such as:

  • signals, signs, and markings;
  • safety, driver factors, everyday driving and driving in special circumstances;
  • Point system in Pennsylvania and related laws and issues.

When passing the test, you have to give 15 correct answers out of 18 questions. If the test is failed, it can be retaken on the next working day. Note that the test can be taken both in written and oral form, as well as in any of the following 9 languages (English, French, Spanish, Arabic, Chinese, Vietnamese, Korean, Russian, Ukrainian, and Hindi).

To get access to the knowledge test, you have to provide:

  • an appropriate application form (different forms are needed for those who are under 18 or over 18 years old);
  • 2 proofs of Pennsylvania residence (only for those over 18);
  • Your identification document and Social Security card;
  • a check or money order, which can be accepted in PennDOT, to pay fees ($5 for Class C permit and $30.50 or $20 depending on the type of license).

Motorcycle License

To operate a motorcycle, you need to get a Class M driver’s license, which requires passing a basic knowledge test after receiving a learner's permit. The knowledge test is based on the information given in the Pennsylvania motorcycle operator’s manual that covers both the rules of the road and specific issues like gear, motorcycle control, conspicuity, mechanical problems, carrying passengers, and group riding.

To apply for the motorcycle learner's permit, you should provide an appropriate form and pay the $10 fee. To pass the test, you need to answer 20 questions out of 25, given that if you fail, you can retake the test only 3 times within a 5-year period.

Commercial Driver’s License

Prior to the knowledge testing, you have to get Knowledge Test Authorization, which is given after providing a commercial learner’s permit application, a self-certification form, and in some cases a medical examiner’s certificate. The required fees have to be paid too. The KTA gives the applicant the right to pass the knowledge test of a certain class. The successful passing results in obtaining a learner’s permit, which allows the learner the right to drive under certain guidelines to develop skills for a further driving road test.

Note that the basic driver’s manual contains Pennsylvania rules of the road and describes the process of applying for the license and passing the tests, but doesn’t cover the complete list of test questions, being limited only to review questions and answers. Thus, it will be smart to use all available tools that can help you both learn the rules given in the manual and practice them. Permit Requirements & Restrictions

Before you get out on the road and ride, familiarize yourself with the requirements and restrictions that come with operating a motorcycle with a motorcycle permit.

If you're younger than 18 years old, you're required to:

  • Hold your motorcycle permit for at least 6 months.
  • Complete 65 hours of supervised riding practice.
  • Enroll in a Motorcycle Safety Program Basic Rider Course.
    • Completing a motorcycle education class will count as 15 hours towards your required practice, AND will allow you to waive PennDOT's motorcycle road test.

As a PA motorcycle permit holder of any age, you're prohibited from riding:

  • Between sunset and sunrise.
  • Without a supervising adult who also holds a Class M, motorcycle license.
  • With passengers.

Get Your PA Motorcycle License

In order to get your PA motorcycle license, you'll need to be at least 16 years old and meet the eligibility requirements mentioned above.

Before applying for your motorcycle license, you'll need to have EITHER:

  • A certificate of Motorcycle Safety Program course completion.
  • Written proof that you've passed the PA Department of Transportation's motorcycle road skills test.

Take the above documents with you when go to your local PennDOT driver licensing office and present them along with the following:

  • If you're younger than 18 years old, a Parent or Guardian Certification (Form DL-180C), verifying you've completed the required65 hours of supervised riding practice.
    • The formMUST BEnotarized if your parent, guardian, or spouse who is at least 18 years old and IS NOT accompanying you to your skills test.
  • Proof of your:
  • Your PA motorcycle permit.

PAMSP Motorcycle Education Course

Although enrolling in motorcycle education is only required if you're younger than 18 years old, taking a Pennsylvania Motorcycle Safety Program (PAMSP) course will make getting your PA motorcycle license a lot easier.

Not only does completing a PAMSP course allow you to waive the PennDOT's road skills test, more importantly, it teaches you valuable skills like:

  • Making smooth turns and stops.
  • Wearing the most protective gear.
  • Choosing the safest route for riding.
  • Sharing the road with other drivers.

    Great practice material

    This app has the exact same questions and pictures as the actual PA motorcycle permit test. Just be sure to go through it a few times as there are a few questions that are more rare than others.

    I used the app maybe ten times then took my permit test. I passed it within two minutes.

    As long as you are getting prefects on the app every time you won’t have any problems passing the real thing.

    I read through the operators manual, took the pretest at the end of the manual, then found this app, and took the quizzes a couple dozen times. Afterwards, I took my real permit test and breezed through it. The DMV clerk said that was the fastest he ever saw someone go through it.

    The questions are identical to the pretest in the owners manual and the permit exam itself. The app is definitely more convenient than working off a pdf, plus contains some helpful links as to the next steps of the licensing process.

    My only recommendation would be to provide an option to take you through all 80-something questions in the operations pretest. I was seeing the same questions over and over, but was still getting an occasional question that hadn’t yet appeared after more than a dozen attempts. Someone may take the quiz twice and think they are completely prepared, then run into a permit test version which contains none of the questions they saw in the app. All that said, this app was a tremendous help. I started prepping on Wednesday, and passed my permit with a perfect score the very next day.

    All that you need

    I read both manuals and used both apps before taking the tests. These questions were the exact same as on the actual test, so you don’t even need the manual (although I recommend still reading it. I ended up passing both on the same day and the guy was surprised that I did do both. So these apps are just what you need if you want to pass the permit tests!

    Obtaining a Motorcycle Learner's Permit

    Knowledge testing for a motorcycle learner's permit is provided by appointment only at DMV offices.

    The learner's permit allows you to drive a motorcycle with restrictionsto help you gain experience on the road and allows you to drive the motorcycle without a motorcycle endorsement for 60 days.  A permit can be renewed once during the same calendar year.


    What to do:

    • Begin the process to get a motorcycle endorsement. (The motorcycle novice safety course is not required to obtain a learner's permit.)
    • Make an appointment at a DMV office.  Make your appointment here.
    • Pass the vision and motorcycle knowledge tests.  Once you pass both tests, you qualify for a motorcycle learner's permit. 

    What it will cost:

    You are subject to following restrictions while operating a with a motorcycle learner's permit:  

    • Valid in Connecticut only.
    • Valid during daylight use only.
    • Not valid for carrying passengers.
    • Not valid on a limited access highways.
    • Vision protecting devise must be used, including but not limited to goggles, glasses, face shields, windshields and wind screens.
    • Protective headgear of a type which conforms to the minimum specifications established by Section 14-289g of the Connecticut General Statutes must be worn.
